Is it possible to programmatically import subscribers? Is there an API or way to import from something other than a file? Maybe a URL?

I have replied to your private message. Yes, that is possible. Not directly from an URL as we did not what return that URL will be, but most of the API are available as web services as well, so that you might do it easily programmatically.
